本文以生态系统的理论视角分析我国社会工作的发展，认为在民政部门的主管推动下，我国的社会工作事业得到一定发展，但是发展不平衡，社会工作的发展呈弱生态系统状态。《党和国家机构改革方案》决定建立中央社会工作部，统筹指导全国社会工作的发展，我国社会工作发展的生态系统向强生态系统转换，并呈现一系列基本特征。生态系统的转换，会提高社会工作的生态位，获得新生态机会。要坚持党的领导，在专业社会工作新本土化与本土社会工作创新相结合的基础上，实现我国社会工作的“新本土化发展”。

This study analyzes the development of social work in China from the perspective of ecological system theory.It argues that under the leadership and promotion of the civil affairs department,the social work in China has achieved rapid development.However,the development is unbalanced and presents a relatively weak ecosystem state.The Reform plan for Party and state institutions decided to establish the Social Work Department of the Central Committee and its system to coordinate and guide the development of social work nationwide. The ecosystem for the development of social work in China has then transformed into a stronger one with a series of basic characteristics.The ecosystems transformation will improve the ecological niche of social work to gain new ecological opportunities.It is necessary to adhere to the Party's leadership and realize the“new localization development”of social work in China on the basis of combining the new localization of professional social work with local social work innovation.
