实施乡村振兴战略,探索小农户与现代农业发展有机衔接的路径是关键环节之一。山东省供销社在综合改革中着力打造县、乡、村三级合作社(联合社)体系,开展以土地托管为核心的为农服务体系,通过服务规模化解决了家庭经营的细碎化问题,开辟了一条土地流转之外实现农业适度规模经营的新路径,丰富了农村基本经营制度的内涵,探索了一条可行的小农户与现代农业发展有机衔接的路径,是实施乡村振兴战略的重要探索。

To exploring the path of small farmers'integration with modern agricultural development is one of the key measures in implementing the rural revitalization strategy.The supply and marketing cooperatives in Shandong province created a system of county,township and village cooperatives(joint associations)in the comprehensive reform with land trust as the core.By the scale of service,the problem of fragmentation of family management has been solved,and a new path of moderate scale operation of agriculture in addition to land trust has been opened up.In this way,it enriched the connotation of the basic rural management system and developed a feasible path to integrate small farmers with modern agriculture.It is an important exploration to implement the rural revitalization strategy.
