在高度数据化、个性化和智能化的平台经济时代,智能算法以其精准的解析和控制能力逐渐成为各互联网平台实现其以商业利益为主要目的的权力代理人,而基于算法工具的权力操纵与滥用却给用户个人和民主社会带来了潜在威胁。对此,研究者梳理了国内外相关治理主体在算法权力问题上的治理实践,指明并阐述了在限制算法权力滥用过程中需要重点解决的三个关键性问题——透明性问题、规范性问题和责任认定问题,并结合中国实际提出了相应对策,以期为构建适应中国经济社会现实的算法权力治理体系提供参考和借鉴。

In the era of highly digitalized,personalized and intelligent platform economy,intelligent algorithms with their accurate analysis and control capabilities have gradually become the power agents of various Internet platforms to achieve their commercial interests. However,the power manipulation based on algorithm tools poses a potential threat to users and the democratic society. In this regard,the paper documents the governance practices of relevant domestic and foreign governance subjects on algorithmic power issues,and points out and elaborated three key issues that need to be solved in the process of restricting the abuse of algorithmic power. The three issues include: transparency,normativity,and responsibility identification. In the final part,the paper puts forwards corresponding countermeasures in light of China's reality,with a view to providing reference to build an algorithmic power governance system that adapts to China's economic and social reality.
