对于国家治理来说，大数据的重要价值之一就是它可以为公共决策提供帮助和支撑。因为大数据既可以有效克服传统治理数据掌握不全的弊端，又可以“通过交叉复现，直抵事实的真相”,同时还能把看似不相关的事物有机关联起来，从而大大增强决策的针对性。大数据推进国家治理决策，主要通过“四个提升”来实现：在决策依据方面，由小数据样本提升至大数据全面信息；在决策时效方面，由静态化决策提升至动态化决策；在决策方法方面，由经验式决策提升至数据化决策；在决策主体方面，由单一化主体提升至多元化主体。

For national governance,one of the important values of big data is that it can provide help and support for public decision-making. Big data can not only effectively overcome the shortcomings of traditional governance in incomplete grasp of data,but also “reach the truth of the facts through cross reproduction”,meanwhile organically connect seemingly unrelated things,so as to greatly enhance the pertinence of decision-making. Big data promotes national governance decision-making mainly through “four improvements”: in terms of decision-making basis,from small data samples to big data comprehensive information; In terms of timeliness of decision-making,from static decision-making to dynamic decision-making; In terms of decision-making methods,it is promoted from empirical decision-making to data-based decision-making; In terms of decision-making subject,it is upgraded from single subject to diversified subject.
