政策议程的有效启动是推动政府及时回应社会诉求、落实治理目标的核心环节。在城市治理实践过程中，面对内外部压力的层层升级，地方政府会采取不同的回应策略消解压力，政策议程也随之呈现出阶梯式启动的特征。本文深描了地方政策议程在复杂情境下的启动过程，构建分析框架以探讨焦点事件、政策企业家等因素影响的政策议程启动机制。通过Z市老旧小区改造政策的案例研究发现，面对焦点事件突发、政策企业家关注等内外部压力，地方政府会综合考量资源与任务等客观条件，进而决定是否启动政策议程，呈现出政策议程的初步探索、逐步启动与全面启动三种状态，具有阶梯式启动的特征。面对不同的内外部压力，地方政府在政策过程中表现出横向竞争、“不出事”与“弹钢琴”等迥异的行为逻辑。同时，政策议程影响要素间的互动也从侧面呈现了中国情境下央地关系的运作机制。在现实情境中，这种动态的政策议程启动机制不仅推动了政策目标的顺利实现，还提升了地方政府对于复杂情境与多重任务的调适能力。
Abstract：The effective initiation of the policy agenda is a core link in promoting the government's timely response to social demands and implementing governance goals. In the practice of urban governance,when faced with the escalating internal and external pressures,local governments adopt different response strategies to alleviate the pressures,and the policy agenda thus exhibits a stepped initiation pattern. This paper provides an in-depth description of the initiation process of local policy agenda under complex situations,constructing an explanatory framework to explore the mechanisms influencing policy agenda initiation,such as focal events and policy entrepreneurs. Through a case study of the old community renovation policy in City Z,it is found that,in the face of internal and external pressures such as sudden focal events and attention from policy entrepreneurs,local governments will comprehensively consider objective conditions such as resources and tasks,and then decide whether to initiate the policy agenda. This process shows three states: preliminary exploration,gradual initiation,and full implementation of the policy agenda,which has the characteristics of stepped initiation. Faced with different internal and external pressures,local governments exhibit distinct behavioral logic in the policy process,such as horizontal competition,“avoiding incidents”,and “playing the piano”. Meanwhile,the interaction among the factors influencing the policy agenda also indirectly reflects the operation mechanism of the central-local relationship in the Chinese context. In real-world context,this dynamic policy agenda initiation mechanism not only promotes the smooth achievement of policy goals but also enhances the adaptability of local governments to complex situations and multiple tasks.
