城市老旧社区是基层社会治理的重点区域和难点所在，其公共安全治理更是重中之重、难中之难。面对公共安全风险日益增加、居民群众公共安全需求日趋增长、老旧社区自身脆弱性日渐凸显的复杂情境，带有明显碎片化特征的管理模式表现出越来越多的不适应性，老旧社区公共安全治理面临着一系列困境。为此，需要将城市老旧社区公共安全治理置于基层治理现代化的进程中，按照治理的要求和协同的方式，从优化主体结构、完善制度体系、强化资源保障、重塑治理流程、提升综合能力等方面综合施策，以促进老旧社区公共安全治理模式的系统创新。
Abstract：The old urban communities are the key areas and the difficulties of grass-roots social governance,and their public security governance is the most important and difficult. In the face of the complex situation where public security risks are increasing,the public security needs of residents are growing,and the vulnerability of old communities is becoming increasingly prominent,the existing management model with obvious fragmentation features shows more and more inadaptability,leading to a series of difficulties in public security governance of old communities. Therefore,it is necessary to put the public security governance of the old communities in the process of the modernization of grass-roots governance,according to the requirements of governance and the way of coordination,comprehensive measures should be taken from the aspects of optimizing the object structure,improving the institutional system,strengthening resource security,reshaping the governance process,and improving the comprehensive capacity,so as to promote the systematic innovation of the public security governance model of the old communities.
